The Washington, D.C., Council has unanimously passed a bill forbidding pharmaceutical companies from selling their products in D.C. at an "excessive price." The law gives private citizens the right to sue drug companies over prices, and it places the burden of proof on the companies to show their prices aren't excessive.

"Excessive" is defined as at least 30 percent higher than prices in Germany, Canada, Australia, or the United Kingdom.
